Dr Peter Melton, Professional Executive Committee Chair/Clinical Director 360 Care
Dr Peter Melton was appointed Clinical Executive Committee chairman at the Care Trust Plus in September 2007. Before this he was chairman of the Professional Executive Committee of the North East Lincolnshire Primary Care Trust.
After studying medicine in London, Dr Melton returned to the North East Lincolnshire to work as a GP. He currently works at the Roxton Practice in Immingham, where he is a partner.
Dr Melton helped to establish the local GP Emergency Care Co-operative and encouraged the development of the North East Lincolnshire Commissioning Pilot and PCG which were forerunners of the local PCT.
His particular interests include encouraging professionals to work together in order to improve patient health and experience, using local community leaders to drive improvements in healthcare and shifting the focus of the NHS from national to local.
Dr Paul Twomey, Medical Director/Clinical Director – Lincs2Care
Dr Paul Twomey has been an associate member of the CTP Board since October 2007. His current role is as medical director for primary care within North East Lincolnshire’s Care Trust Plus and before this he was director of clinical governance for the PCT.
Dr Twomey has been a GP principal in a six-partner training practice in Scartho for the past 19 years. As he became established as a GP he looked to explore an interest in clinical effectiveness and audit and chaired the Northern Lincolnshire Primary Care Clinical Effectiveness Service for a number of years in the 1990s.
Dr Twomey is currently responsible for the clinical governance framework across the Care Trust Plus to include commissioning and provider services and independent contractors. He champions the implementation of NSF and NICE Guidance. Dr Twomey is the executive lead for GP appraisal, revalidation and performance and Caldicott clinical lead. Dr

Jane Lewington OBE, Chief Executive (Vice Chair)
Jane started her career in the NHS back in 1982. Her first post was as a clerical officer in a small community hospital. For the next 18 years Jane worked in a broad range of roles across different parts of the NHS system. This included community services, learning disability and mental health services as well as working for 10 years in the acute hospital sector.
Born in Grimsby and raised in the local area, Jane is strongly committed to improving the quality of local services and tackling the real inequalities in health that exist locally. In 2007 Jane was appointed chief executive of North East Lincolnshire Care Trust Plus following a seven year period as chief executive of North East Lincolnshire PCT.
Jane is chair of the cardiac and stroke network for the Humberside and North Yorkshire area and has been an active member of the Local Strategic Partnership for North East Lincolnshire over the past six years
Cathy Kennedy, Deputy Chief Executive/Director of Finance
Cathy Kennedy has been deputy chief executive/director of finance for the Care Trust Plus since it was established in September 2007. Before this she was director of finance for North East Lincolnshire Primary Care Trust for seven years.
Her current role encompasses finance, informatics, estates and human resources.
Cathy has over 18 years experience as a corporate director in a variety of NHS organisations, with responsibility for a variety of areas in addition to finance such as performance, business planning, Informatics, commissioning and contracting.
Geoffrey Barnes, Acting Joint Director of Public Health
Geoffrey Barnes was born and grew up in Merseyside and spent many years in health services research before joining the first Public Health Specialist Training Scheme that was open to people from non-medical backgrounds in 1999.
Following the successful completion of public health training Geoff worked on developing policy for health and sustainable development with Jonathon Porritt and Anna Coote at the UK Sustainable Development Commission and then went overseas to work for the National Health Committee of New Zealand advising on health in urban environments.
Geoff returned to England in 2008 and joined North East Lincolnshire Care Trust Plus as Deputy Director of Public Health in the following September where his main areas of work have been maternal, child and young people’s health. Following the departure of Tony Hill to become Director of Public Health in Lincolnshire, Geoff has stepped in to become Acting Director of Public Health.
Sue Rogerson, Director of Collaborative Commissioning Sue Rogerson began working for North East Lincolnshire PCT in August 2003. She is currently director of collaborative commissioning for North East Lincolnshire Care Trust Plus, a role which includes commissioning health and social care services for the population of North East Lincolnshire.
Working as a nurse in the eighties, Sue held many nursing roles in Kent, later moving into commissioning. She has obtained a masters degree in public sector management. Sue has worked with a non-fund holding consortium of GPs as well as with the commissioning team at West Kent Health Authority, undertaking a range of commissioning functions.
Sue also became PCG chief executive in Kent, working to merge a number of PCGs (which later became early PCTs). Sue's roles have also included director of service development in a large PCT in Kent.
Geoff Lake, Director of Integrated CommissioningGeoff Lake was appointed as director of integrated commissioning for North East Lincolnshire Care Trust Plus (previously director of care) in August 2009.
He has previously worked as deputy director of social services in the former Humberside area and then executive director of commissioning (subsequently performance and mental health) in the former Leeds Health Authority. During his time in Leeds, Geoff won the Office for Public Management national award for public sector leadership.
He also led the change agent team in the former Northern Region for the NHS/SSI (CSCI) and subsequently initiated, with Peter Lacey, the consultancy firm The Whole Systems Partnership.
Geoff acted as project director to the development of the proposals and implementation of the Care Trust Plus in North East Lincolnshire.
Helen Kenyon, Director of Contracting & Performance
Prior to her current role, Helen worked as an assistant director within the deputy chief executive / finance directorate, where she provided commissioning with its finance support, undertook a lead role on some aspects of the commissioning function and was the lead officer for the development of the organisation’s business support unit. Helen was also acting director of commissioning for the CTP from September 2008 to August 2009.
Helen joined the NHS in 1990, and worked within internal audit across Doncaster Rotherham and Barnsley before moving to North East Lincolnshire to become the finance manager for the Primary Care Group supporting the transition to the Primary Care Trust in 2000.
Zena Robertson, Director of Quality Zena has worked in North East Lincolnshire since 2005, being appointed as director of quality for North East Lincolnshire Care Trust Plus in December 2009.
Prior to this Zena worked in the civil service and banking before joining the NHS in 1991. She qualified as a nurse in 1994 and has worked in many areas including research, oncology and gynaecology. Zena latterly worked as strategic lead nurse for the Humber and Yorkshire Coast Cancer Network before moving into NHS management.
Julie Warren, Director of Strategy & Partnerships
Julie Warren joined North East Lincolnshire Care Trust Plus as director of strategy and partnerships in September 2009. She is responsible for communications, community engagement and developing the long term strategy of the CTP.
Before this, Julie worked for NHS Doncaster as deputy director of commissioning and she has held various commissioning roles since 2004 including drugs, mental health, world class commissioning, cancer and prisons.
Julie began working for the NHS in 1993 and has undertaken various roles from managing SureStart centres to taking the lead on prison commissioning. For the past 10 years, Julie’s roles have all involved a high degree of partnership working and she is a firm believer that more is achieved when organisations work together.
As a non-executive director of South Yorkshire Police Authority, Julie is the lead for vulnerable people.
