Care Trust Plus Board appointments

North East Lincolnshire Care Trust Plus is pleased to announce that the Appointments Commission has confirmed the appointment of Mrs Pauline Harness, Mr Mark Webb, Councillor Peter Mills, Councillor Stephen Hocknell and Councillor Malcolm Morland as non-executive members of the CTP board.

Mrs Harness served for two years as a Non-Executive Director within the former North East Lincolnshire Primary Care Trust.  She is also Executive Director of the Grimsby and Cleethorpes Area Enterprise Agency Limited, providing counselling to individuals (many of whom start their own businesses) and Social Enterprises. Mrs Harness will be appointed from 19 September 2007 until 18 September 2010.

Mr Webb is Chair of the Local Strategic Partnership and is involved in a number of community regeneration strategies, including the Community Strategy.  Previously Managing Director of Grimsby and Scunthorpe Newspapers Ltd, he has a great deal of experience in financial management and strategic planning.  His current role is as a business consultant advising and coaching in change management, sales and leadership development. Mr Webb will be appointed from 19 September 2007 until 18 September 2010.

Councillor Mills is the portfolio holder for Adult Social Care at North East Lincolnshire Council, responsible for the Care Budget of £40 million. He was previously the Chairman and Managing Director of his own Private Limited Company for 30 years, dealing with Ministry of Defence contracts and other major organisations. Councillor Mills’ appointment runs from 19 September 2007 until 18 September 2010 and is subject to the Council's annual review of nominations to the Board or until the end of his current term of elected office, whichever is the sooner.

Councillor Hocknell is the portfolio holder for Culture, Leisure and Healthier Communities at North East Lincolnshire Council. He has many years experience as a Ward Councillor and is a regular member of many local committees, forums, ‘drop-ins’, Councillor surgeries and Tenants and Residents Associations. Councillor Hocknell’s appointment runs from 1 October 2007 until 30 September 2010 and is subject to the Council's annual review of nominations to the Board or until the end of his current term of elected office, whichever is the sooner.

Councillor Morland was previously a Higher Education Lecturer at Grimsby College, and now teaches Health and Social Work to undergraduates at Lincoln University.  He served as a Non-Executive Director and Substitute Chair at the South Humber Health Authority from 1996-1998 and is currently a Local Councillor on North East Lincolnshire Council and Chair of the Regeneration Scrutiny Panel working to implement the Smoking ban agenda. Councillor Morland’s appointment runs from 1 October 2007 until 30 September 2010 and is subject to the Council's annual review of nominations to the Board or until the end of his current term of elected office, whichever is the sooner.

North East Lincolnshire CTP is a new organisation that came in to being on 1 September 2007. Its role includes the commissioning and provision of health and social care for the area, with a particular focus on overall health improvement.

All five appointments have been made in full accordance with the OCPA Code of Practice and are entitled to a remuneration of £7,598 per annum.

All non-executive appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointee’s political activity (if any declared) to be made public.

Councillor Mills has declared that he obtained office as a Local Councillor, acted as a political agent and spoken for and canvassed on behalf of the Conservative Party. Councillor Hocknell has declared that he obtained office as a Local Councillor, acted as a political agent and spoken for and canvassed on behalf of the Liberal Democrats and Councillor Morland has declared that he also obtained office as a Local Councillor and spoken and canvassed on behalf of the Liberal Democrats.
